I read that link popularity increases rankings on serps..... or is it page rank due to link popularity (in comparision to other pages targeting the same keywords)

I know anchor tags etc. effect the ranking....

Yes, link popularity affects rankings. Especially if the links are from related websites, and not just link directories.
