Yes.
PageRank is not a factor only of the quantity of incoming links, but also of their quality. You'll get more PR if you're linked to from a PR 9 pages than if you're linked to from one, or several PR 1 pages. A high-PR page passes more PR... so not all links are created equal.
Marketleap's tool focuses solely on quantity.
You can have literally thousands of PR1 links, and have lower PR than if you got 1 link from a PR10, as Fatnewt has said.![]()

Think of MarketLeap's link popularity count as being a completely unprocessed, unrefined number. The true value of your incoming links only becomes clear when you have categorized all of your links based on what sites they come from.

Basically you are correct. One way I ask for links is to put a comment on every one of my pages asking some people to link to the given page if they think it would be useful to others.
