I made mine (www.pawsitronic.com) in Photoshop. Different people use different programs, and some background textures can be had for free from graphics repositories on the web. It all depends
Which background(s) were you referring to?

like the kind of background this guy has on the flash portion of his site those kinds of bg i'll try ot find more links of sites with bg i like. And also are there any sites that have turotrials on how to create those kind of graphics/bg

Sorry I don't know of a tutorial off the top of my head, but I'm sure you'll find helpful advice within SitePoint
My tip of the day would be, using something like Photoshop or PSP, pick one or two colours which go well together and that are nice and soft (backgrounds shouldn't stand out too much).
Then create a design using various shades of these two colours.
A good example is pawsitronic.com - just using different shades of blue.
A common mistake with backgrounds would be to use too many different colours, and then it ceases to be a single element of your design and starts to try and dominate the viewer's attention.
But I ramble...
Experiment. Try creating swirly designs with paintbrushes using one or two colours only, then soften/blur them and reduce the contrast to get a nice soft effect. Or, you could go for some geometric design.
Don't make it stand out much. A background is the background. Hope this helps.[mmj] My magic jigsaw
