Not only did he steal from him, but by copying his content, google will penalize for duplicate content. That means that if the thief gets more PR than the original author, the guys SE ranks will drop (a lot).

I love the guy's spelling. It's funny to see people try and scam things, and then they spell almost everything wrong, so that it looks like a grade schooler wrote it out for them. Turns the whole thing from serious to funny!
