remote mysql connection error

I've been helping a friend with his website, and I am trying to remote connect to his site. I looked up his IP and have the right credentials, but when I try to connect I get this:
Can't connect to MySQL server on '[his IP]' (110)

I used whois.sc to look it up, do I need to do anything special?

do you have an mysql account that can connect from a remote computer? If his site is hosted, the host may hae disabled all other connection than localhost

Did you tried to connect to the host insteead of the ip?

Betcha remote connections are turned off (as they should be).
