25 post minimum gone?

I've noticed alot of posts in the Contests forum by people with less than a 25 postcount. Is this rule gone? And is it gone in all forums that had a minimum required count?

I believe its just to start a thread. Once the thread is started there is no minimum post count to reply to it.

All entries must be posted using the attachment feature, or by [img] tags. Linking directly to portfolios is NOT permitted.

All entries must be your own work! (Google Images is NOT a source for free stock photography) Ripping and/or stealing copyrighted material of any sort will not be tolerated.

Off topic posts, discussion of prize money and negative comments regarding others work is NOT permitted.

After winning a contest, it is your responsibility to announce (in that thread) when you have received payment from the contest holder, and also to make a moderator aware that the thread can be closed.

You are required to have a minimum of 25 posts before you can start a contest.

You must give constructive feedback to ALL entrees on a regular basis.

A minimum price has been set on two of the most common contests: Logo design - $40 and Template design - $150. Any contests falling short of these price guides will be removed.

You are NOT allowed to run the same competition simultaneously on another website NOR are you allowed to link to a contest elsewhere.

Once the contest is finished, it is your responsibility to declare the winner and ensure that the winner receives the prize.
