Need options for Zipcode lookups

I want to send out emails to people in my database if their zipcode is within 50 miles of a given zipcode. Is there an easy way to set this up?

I am using the database of zipcodes and their corresponding cities, latitudes, longitudes, and timezones from http://civicspacelabs.org/zipcodedb. You can then use a calculation like: http://www.phpbuilder.com/snippet/do...nippet&id=1833 to get the distance between those points.
