According to w3 the onchange attribute for a form doesn't exist:

The onchange event has been supported since NN2 and IE3. It is part of the DOM 2 specification, but it behaves somewhat differently on different platforms.

On IE the event does not bubble and is cancellable; on NN the opposite is true. In both cases it should be applied only to a single text input, textarea or select element. The event is fired when an element loses focus, if the element's content has changed since it gained focus. The onchange event precedes the onblur event.
