url coding

Hello!

Is there any way to decode your url?
for example: on site you have url of one file
http://www.domain.com/redirect.php?file=program.exe
and i want to decode it so others cant se somthing like
http://www.domain.com/redirect.php?file=JGsus3gzsfdfD

i tried function md5 but i noticed that on that way likns won't work

Someone has some idea?
