Please enlighten me about "Pragma no cache"?

Apparently my isp may be caching files to save international bandwidth, so I can't view my updated files when uploaded (via browser); only older versions. What is Pragma no cache (inserted in the Meta), and is it a solution?

The pragma no cache meta tag likely will not help you.
