Do you really really really have no budget at all? Or can you maybe spare 25 bucks a month or so?

Cheap, effective ways to promote your site: pay-for-placement search engines will bring highly-targeted traffic to your site for a really low cost per click. There is, of course, GoTo.com...still a bargain even though they've raised their basic price to 5 cents per click-through. The #2 pay-for-placement search engine is FindWhat.com, and their basic price is still just 1 cent per click-through. The huge advantage of pay-for-placement is that they will get your listing up quickly--within a week you'll be getting traffic.

There are tricks to pay-for-placement, though. 1. you need to find keywords that you can bid on for the lowest possible cost per click-through AND where you can be in one of the top three spots. Do not bid on the most popular terms--you'll be paying 50 cents or 2 dollars or something and burning up your money for very few clicks. 2. you need to bid on a lot of keywords--at least 25 different ones to get any significant traffic.

I would start there, but also make sure that when your visitors come to your site you can have them sign up to receive a free email newsletter of some kind. Most hosting programs will at least provide you with Majordomo, and you can start out using that for your mailing list, although it's not totally ideal. Or try hosting your list at Topica.com, which has its own foibles, but which I've gotten good value from. An ezine of some kind--"Free Tips" or "Hot News" or whatever--will generate repeat traffic.

And then there are link exchanges. There are good articles here on SitePoint about doing link exchanges with related, but not competing, sites. There's also a feature article up on the front page right now about using LinksManager.com to manage your links and allow people to add reciprocal links--I've used it, it's a great service, and it's only $20 per month.

Hope something here helps. Promotion doesn't have to be expensive, although it does take a good deal of work time--it's something you really have to keep on top of.
