For a while now I have been getting neutral reputation for lack of a better description. The reason I use the word neutral is that no reputation is given or taken away. Plus, instead of a green or red dot, I am greeted with a grey dot. I assumed that this was just because some newer users didn't understand how to use the sytem properly. Then, upon handing out some rep, I realized it just wasn't possible to hand out neutral rep (why bother anyway?). Upon reviewing the posts for which I received neutral rep I have determined that it is likely because the user leaving the reputation has so few posts (or whatever it is that determines how much rep someone can award another member) that they simply cannot give positive reputation. Is this the case? My guess if it were it would be so no one would sign up new users just to boost their repuation and that makes sense. Just wondering aloud.
