i need to submit a proposal for a database design using MSSQL. the application interface can be wrtten with either Visual C++ or Visual Basic.

the databse is to handle
*Staff Biodata ( general information on company staffs including Pictures)
*Account management payroll and all that is involved with payments
*Report management and Letter templates
*Generate Staff Identification Cards

The company staff strength is about 10,000

I need an idea of the format of such proposal and cost in dollars
