That depends. I don't know anyone who uses one tool exclusively. At work, I mostly use Dreamweaver, though that's quite pricey to just learn CSS.
At home, I use jEdit. However, if I'm just making a simple change, I usually just ssh into the server and use emacs to change it.
TopStyle Pro.... Everything else is just an editor.

I recommend hand coding if you are serious about learning CSS and for that any code highlighting editor should do you just fine. I use Dreamweaver MX 2004 strictly as a code editor though I do like the way it lets me manage sites which is very handy if you are responsible for many sites I think I currently have 17 sites defined in DW atm.

I usually use TSW WebCoder 5 - it's free and great for doing both
html and css. There are libraries, color-coded syntax and quick links
to validators for each, too.
My only complaint is that IE is the browser used automatically for
switching views - you have to add Firefox...oh well!

Although I often do my CSS by hand in Dreamweaver, I also use EditPlus2 (simple text editor) and TopStyle. I highly recommend TopStyle, especially if you are just learning CSS.
I use DMX 04 code mode.
If you want to learn CSS then get yourself a copy of Eric Meyers "On CSS".

I always hand-code, but couldn't face doing it without HTML-KIT from chami.com - the best bit of freebie software I've ever used.
You can use it for (x)html, php/mysql, CSS, javascript etc etc - and with lots and lots of plug-ins freely available it'll colour-code your script, give you drop-down menus to select from etc etc etc
Oh, yes and it's got built in ftp functionality, active preview window and it'll check your code automatically for neatness and for validation.
Go explore their site and try it out for yourself - you won't regret it..!

Notepad2 or Ultra edit in windows
KDevelop in Linux
DreamWeaver / Textpad / jEdit when I'm on the Mac
I started with TopStyle, now I use jEdit (there is no TS on Linux)
Currently using GoLive!
Not that I love Adobe products that much, I've just gotten used to it I guess. It has nice editors for CSS and HTML and handles some other functions that I will use later on.
Decent product.
Just pick something that fits the way you code and go from there.
