    Yeah I agree. Horizontal navigation is fine when you dont have that many top level sections but anything more and you have problems. Personally I like top level nav horizontally and sub at the side. It kind of visually demonstrates the hierachy of a page:

    LOGO - The top level
    ------------------------------------------------------------
    the main sections appear in a horizontal bar
    -----------------------------------------------------------
    Page title
    • sub nav
    • down
    • the
    • left
    • hand
    • side
    Goes from Site level (logo) down to children objects when you scan top to bottom of the page
