I am almost finished my site, but i cant decide how to do my navbar. I dont want any javascript in it for fear that it wont work in the dreaded scape so im just using a few graphics and html. Some sites such as jj72.org have a long enough list of links or then other sites have the links under one category and if you goto that section you will get a full list of links in that section. Which do you think I should go with? A big list of links down the side or a short but not detailed enough list?

Well, it would depend on how your site is structured. If your sections fall into categories easily and intuitively, then that's probably a fine way to go. One click down is OK. If the pages really don't have much to do with each other, on the other hand, you'll want the longer list of links.
