PayPal customer payments, forcing account sign up? Problem, what is up here?

I have had the "PayPal Account Option" set to on for weeks now.
I tested this for the first time with a family member's credit card.
I got through all the questions only to be told that "because of options chosen" I was required to sign up for an account.

options chosen? you mean to pay by mastercard?!

I have not seen this feature work. I have an US account.

I have tried many things and still it forces account sign up.

Any help, anyone from Paypal around?

    Michael

I am also interested in whether this option works. We have a merchant account and would love to dump it if PayPal can do the same thing for less.

    Anyone with experience with this?

I tried it will a regular CC mastercard and it worked.
So what is up with this. The first attempts were with a bank CC mastercard.

For virtually all US merchants, buyers no longer need to sign up for PayPal when making a payment. It's hard to say what might be going on without additional information.

Is your payment button publicly accessible?

What were the exact messages? Can you copy/paste them here?

When I use the MasterCard/debit mac card I get (after running through the process).

This makes it sound like every debit card will be told they have to open an account.

I replaced some information (capital letters) to help protect my information.

I also had one more question.
How does paypal not come under the control of bank regulators but it says they are FDIC insured. How is that?

This form is on a secure server.

Whoa, that's ridiculous if they're restricting this to certain cards. And if they're going to do it that way they should have stated that in the announcement as well.
