Certificates to collect data

I have a new client who wishes to collect client data such as name, address, phone, employment details etc. This data will be posted to a mysql database, therefore do i need a certificate (thinking of 56bit) to encrypt this data?

Your client will need to read and comply to this:

I'm not sure of the legal issues, but if it is a commercial site it will certainly do better if you do have a certificate installed, the average net user nowadays is savvy enough to know all about this. Get a good, cheap one here:
