ya know?
i have used both a very expensive editor and a free doanloaded editor. and if i may totally honest here: i prefer to use my free editor.

called '1St PAGE 2000"
i also have Dreamweaver 3 but rarelt use it. i actually like the free ability to alter my code using the free editor cuz it has a real-time preview window and it give the opportunity to actually learn the code. instead of using an editor that automatically generates the code for you, doing by hand give alot more to desire.
before this, i also used Netobjects Fusion 4.0, and also Dreamweaver 3. then i downloaded and disgarded AceHTML, Arachnophobia, and also the CuteHTML (which really wasnt so cute.) i later downloaded 1ST OAGE 2000 and have been hooked since last summer. they are creating a new version and you can read their ad on the link above.

I seem to have gone full circle. Started lurving dw 3, then swore by text only editors - now am having a passionate affair with dw4 in "split view" mode.
There is no "best", only "best for you".

For design, I tend to use DreamWeaver for preliminary layout, then switch to Codewhiz for the actual coding and for all my PHP programming. You can check Codewhiz out at http://www.incatec.com

I like EditPlus (http://www.editplus.com) for editing HTML, and DreamWaver (http://www.macromedia.com) for putting together a rough layout/design.
