does anyone know of a free php script to allow me to give users free webpages?

There is an old script that is written in (I believe) PHP and MySQL called "AllManage" - though I believe it is no longer publicly available.

The only reliable script I know of for such a task is HomeFree, from SolutionScripts.com - it is Perl-based, and expensive, but seems reliable.

Overall the bigger problem is finding the space/bandwidth for such a project - I hope you weren't planning such a giveaway on a highly-shared server!
