It's possible that this has already been either a) solved or b) condemned (!), but I've done a quick search and can't find anything on it.
I have a frameset containing two frames. Bottom frame has a load more content at the top, so scrolls.
What I want to do is make both frames scroll at the same time, (as top frame is a flash menu that I want to keep constant, without reloading it) so I figure I should build another frameset to house THIS frameset right?
And in that frameset I want the frame containing the original frameset to be able to scroll the whole thing.

Yes, you can nest framesets inside frames in other framesets; in fact, it's a technique I used back in the "dark ages" to maintain a fixed header and have the menu and main frame be loaded at once with a single click (and no scripting).
It works fine that way, but you could ask yourself if this really is a good idea...
