htmlspecialcars not working...

this combination is NOT working to make a single quote (apostrophe)

PHP Code:
'
It changes everything else correctly...

PHP Code:
'&' (ampersandbecomes '&'

'"'
(double quotebecomes '"'

'<'
(less thanbecomes '<'

'>'
(greater thanbecomes '>'
any help would be appreciated....

here's my exact code that is NOT working...

Code:
$bullet_style = htmlspecialchars($bullet_style, ENT_QUOTES);
thanx

fogive my examples... this board seems to not be parsing everything.... it's exporting my code as is and the borwser parses it as a double quote of and sign, etc....

you can take out the fact that the double quotes are NOT being changed iether...

It seems that all it's converting is

the and (&) sign
the greater than (>)
the less than (<)

that's it! Any help???
