To create a forum you need to know a server-side language like PHP, Perl, ASP, etc. Have a look at http://www.hotscripts.com for 'Discussion Boards'. Or, if you're on a free server have a look at http://www.ezboard.com for an easy-to-use forum. Others will chime in with their own choices.

If you need someone to install a forum on your server I would be happy to. E-mail me for details.

Two forums which are rapidly shaping up as the industry standards are UBB and vBulletin.
UBB can be found at http://www.ultimatebb.com. It has been around for several years, and is used on 10s of thousands of websites. Recently, the InfoPop team made the decision to raise their licensing fees, and are moving towards an ASP (Application Service Provider) business model. These strategical moves have driven many former UBB-ers to explore more affordable, and flexible options.
vBulletin is one such option, and is the script used to power the SitePoint forums. VBulletin uses PHP and MySQL to provide faster searches and, arguably, a more powerful and scalable system all-round. It can be found at http://www.vbulletin.com.
