mysql query code for 3 dropdowns

I am attempting to update a website, which has three search dropdowns. The dropdowns previously pulled info from text files for a user to find a City, Date or Agency. I am novice to MySQL or PHP, but I want to use them. Perhaps someone can answer a couple of questions.
1.) If the dropdowns are on index.php (main page of web site), can all the code to access the mysql database go there or do I need other pages of code?
2.) Is there somewhere I can go (because time constraints may become a problem) to find an individual who would help me create the code to access the database and query the required information?
