I'm trying to create a new image in PS from scratch but it won't let me create text larger than 18px. Does anyone know why it might be doing this, what I can do to change it??

What font are you using?
When you say it won't go larger than 18px, what happends? is it blocky and unreadable but getting bigger, or just staying at 18px?
