A vBulletin licence costs $80/year or $160/lifetime, with different options. Check out http://www.vbulletin.com for the low-down.

Snitz is a great forum for ASP but does have its problems. However there's also another free ASP forum which looks extremely promising - check out IdealBB.

Other good free PHP/MySQL forums include

    http://www.phpbb.com
    http://titan.spaceports.com/~typus/tforum

And others will come up with their favourites..

Chris : none. Once you drop it in and install it you don't need to know anything else. Just run the dang thing

Isuru : I read some reports on WebHostingTalk and elsewhere that they had some minor security problems. Unfortunately I can't access WHT right now (network problems on my side and maybe theirs too) but when I can I'll try and dig up those threads for you.

No one mentioned http://www.ikonboard.com ? This board is one of the best out there and it's free! They have a new version out that will have a MySQL backend too.

Actually, you might want to refine your question..as to..
forums based on features? functionality? user-interface? efficiency?

basically, there are too many boards/forum out there.
its all up to yuor needs.
if you need a simple one, you could go for the freeware ones.

Something like iKonBoard or UltraBoard should do it for a simple website. ( btw..i trie dboth of them and each have their benefits. ikonboar'ds administrative panel is a little limited on the other hand )

vBulletin is excellent. I have had it since September, 2000.

You really don't have to know any PHP. I don't.

If you are looking for a great host for vBulletin, check out www.hostmatters.com. They walked me through the vBulletin setup using ICQ. They are vBulletin users also.
