Probably because you can integrate the PHP into HTML or because PHP generates HTML. Or they're just stupid.

Because people who think they have a good handle on HTML tend to assume that PHP is the next logical step, yet they fail to realize that PHP requires logic instead of markup.
Couldn't agree more. Using logic is the key to create useful PHP scripts, and it is basically the same way for other scripting languages as well.
