    Hi welcome to sitepoint forums

http://www.w3schools.com/ is the best place to start, and its all free.

Notepad is the best program to start with

    Learn to code

No matter how you will approach making websites now and in the future, I'd strongly recommend learning to code (X)HTML and CSS for starters.
Even if you're going to make heavy use of WYSIWYG editors like DreamWeaver, having at least basic knowledge of the nuts and bolts will help you to create sites that stand out from the crowd.
As mentioned, W3Schools is a good place to start with, be it fairly basic; to advance, the articles on Sitepoint, A List Apart, and many other online references will help you on your way.
    Regards,
    Ronald.
