Can you help me to customize a fourm.

My requirement is as follows:

I have 2 types of users.
Public and private.

So i have to create 2 separate forums say public and private and i have to create groups under these separate forum and under each groups i have to start topics.

I have created 2 forums but i am not able to add groups under these forum.
