    Unhappy Template Idea Help!

I want help regarding to facets:

    1. The General Layout: Does it look good? What changes would be effective? Do I need to add something? Keep the responses plain and simple, if you want to help me just let me know, but if you are going to offer help, make sure you follow-up on it!

    2. CSS: How can I turn this layout into a CSS Standards complaint layout? I know about slicing but, would I have to re-create most of it in Dreamweaver and add the separate image elements or is there a better way?
That's it more or less, if I think of anything else, I will follow-up on this post and edit it accordingly.

    Here is the layout:

Its not a site, its a layout created in Photoshop. I am asking about colors and design, not to review it for content. Furthermore, I am asking help for CSS implementation.
