Hello, I'd like to duplicate this program used at http://www.cross-x.com/cgi/ev-mart/ev-mart.cgi?list

You are able to submit certain articles and evidence and get credits for it based on the length. After you get the credits you can use them to pay for other articles and evidence. The evidence is automatically submitted to your email address after you sign up.

Would this be incredibly hard to do?

That is implemented using CGI, there is a length function in CGI which can count the characters in text e.g. length("four") returns 4, and also the sendmail program is used to send mail.
