I have been manually submitting 2-3 pages of my site/day to Excite since about August. As of now three pages got picked up. Am I wasting my time. I fell like I shouldn't even bother. Does any body else have the same problem?

My other site has held a spot in the top 10 (sometimes top 5) positions in it's catagory for over a year now. It is possible to get good rankings. Keep trying.

I don't think submitted to anyone is really a waste. And Excite is one of the largest, so I'd say wait a bit for your past submissions to get in and then continue or just keep going at it.

I think submitting 2-3 pages of your site a day is a bit too much. I would recommend just submitting your main page about once a week until it gets in. Make sure you use meta tags and the rest of your site will get spidered.

Excite is one of the search engines that has partnered with LookSmart, so the best way to get listed there is to go through the LookSmart Express Submit process.

Or course, that's not free. But it will get you in if your site conforms to the guidelines.

You can get a guaranteed review within two days for $199. Or, you can use a cheaper method for $99 which guarantees listing within eight weeks.
