Do anyone know what is the best build to order Webstore software out on the market like the ones that Del, Amazon etc are using for their sites?

Webstore.. Are you talking about that product? Or are you talking about your own? You can have someone build your own web store for usually less than $500. Plus one also needs to know if you like PHP or ASP.

Man I wish we could get a price of 500 bucks to do both online and onsite point of sale that ties in to the website to update both in store and website DBs in real time along with credit card processing.
All quotes have come in at around 10 k.

Well it all depends on your needs. $500 is our low end that is offered & it is a basic ASP cart with Admin abilities.
what about high end software. im not really sure which one i want as in format but the price doesn't matter

If Price does not matter you really should have it custom built by a programmer who's done this type of thing before, then you can get exactly what you want and normally at a decent price if you have a good programmer, we all probably know one who could do the job well. I do, and no it's not me.

Well to give you an example - we had one shopping cart just built that "built a computer" - one quote was in ASP & one in .NET - the one in ASP was $2000 & the one in .NET was $3500 - less 20% discount if they chose us for a merchant account & less another 5% if they chose us to host it.
The cart had similar features like Dell when you add / delete extras & was connected to the UPS/Fed-Ex API

Corey did it tie in to live in stock availaiblity?

Well they entered an amount - say 1,000. And then the stock depleted as ordered. If they got stock, they added it in their admin section. I cannot remember what it was if it was an infinite amount.

So it only tied in to one physical amount and not also a real time in store PoS system. Too bad.

Well this one is. There was no other store involved except the one online. These are usually all custom made to the customer's request.

Contact me to prepare a quote please.

There is an optional module for X-Cart called the X-Configurator. This allows you to build a Dell-style website. Here's what they say:
quote -- X-Configurator simplifies the process of creating and tracking made-to-order products with many interchangeable or optional components. The module allows defining compatibility rules (for example, AMD motherboard is compatible with Athlon processors but incompatible with Intel Pentium). This is a perfect solution for webstores which are selling computers, software, mobile accessories, webhosting plans, etc. If your store has cross-selling products then X-Configurator can be applied to increase your sales. -- endquote
There's an online demo.

Just one problem with the X-Cart online demos, however - as the back end is also accessible to be played around with, sometimes someone has inadvertently wrecked the set up, so the thing doesn't work correctly.
That seems to be the case at this *exact* moment as far as the Configurator demo is concerned! Sod's Law in action. When the online demo shop is re-set I'm sure it will be fine again.
Give it a chance, though - it does work when it's set up properly.
