What exactly does "encoding a variable" mean and can you give examples?

Uh, not sure what you're talking about? Encoding the value as in cryptography, or creating hashes or maybe even serialization? Where did you read that/in what context was it written/said?

Could also be urlencode() and urldecode() for ecoding variable for urls.
