Commonly known as 'scan-lines' it can be done in photoshop by setting a one pixel line as a patern and filling the desired area with it. There are a few tutorials out there on how to do itmaybe somebody can post a url for one for ya.

In fireworks, all I do is make two lines (one pixel high) different colors and then join them together with the up and down arrow keys if you need to or the mouse. Then if you want it to show through under it, you can set the transparency (sp?) down lower
