I plan to create a media kit soon, and also plan to offer much lower CPM rates than current competitors. I'm wondering if it is morally/legally acceptable to quote other site's CPM prices, compared to my own?

sure (as long as it's truthful), department stores, car dealerships, and tons of others do it all the time.

If you quote your competitor CPM rates, be sure to add the date of the comparison. Here's an example:

"CPM Comparison Chart (as of 12/26/2000)
    MySite.com Competitor1.com Competitor3.com, etc."

CPM rates change, so you will probably want to update your comparison chart regularly.
