SSI & tables in regular html

Hello

I have made my site with 4 pages. The index page calls the other 3 with server side includes. The site has been made in tables.

But the menu on the left side has a problem when the main page is longer than the menu. The menu is forced down.

Is there a code I can use to always keep the menu at the top of the cell.

How have others fixed this problem?
