    Older versions (DOS versions) of Norton Utilities had a secure delete program. When you deleted a file it not only removed it from the VTOC but also over-wrote the physical file space on the disk with garbage so it could be recovered.

    Does the latest NU still have that feature? If not, are there any reliable Windows freeware programs to do that?

    I'm not sure if this is what you're talking about, but I just installed Norton Utilities and it made my recycle bin secure and changed it from the default Windows version.

    I know what you mean. There is a program called BC Wipe that does the job perfectly, it does it to government standard (7 pass). I can't tell you where to get it from because I can't remember where I got it from. You should be able to find it on Download.com though.
