Hidden text that shows when CSS is off

Isn't there a way to have text where a background-image is used in css? In other words, I have an image that I have made as the background-image and if someone doesn't have a css capable browser I want them to still see the text that was on the image in the div. I thought that I had seen this done but I can't find it for the life of me.
