[pulling hair]argggghhh.... I must be doing something stupid.. When I merge them .. nothing happens....
I'll list my steps here.. can you let me know what I'm doing wrong ?
    - New File -> Mode = RGB colour, Contents = Background Color
    - Then I draw all the stars with the brush
    - Duplicate layer
    - On the new layer, make bright stars
    - On the new layer - Radial blur
    - With this layer selected, link the other layer, then Merge Linked

And yet... I still only see the radial blur after both layers are merged.
[.... pulling hair still not stopped ]

Ahh-ha. What you did is you drew the stars on the background layer, then copied it, and did radial blur, and merged it. What you need to do is:

    1: create your background layer

2: Create a new layer, and draw your stars on it.

3: Create another new layer, and draw your bright stars on it. Radial blur it.

Merging is usually not a good idea. You want as much control over everything that you can get. If you had left them seperate, you could have hidden background layer and the stationary star layer, and you would have seen that your blur layer had no transparency, just the 100% opaque background color all around the blurred stars.

I am 99.8901% sure that this is your problem.
