I would like to do an effect similiar to that... is it possible with PhotoShop or Paint Shop? I got a friend with Paint Shop.... I could use it if I need to.

Blamestorming: Sitting around in a group discussing why a deadline was missed or a project failed and who was responsible.
Or, you can email the webmaster and ask him/her how he/she did it. All the graphic designers I know love showing/telling people how they did something.
