    Which would be appropriate for a business website?
    A Public Policy, TOS (Terms of Service), or both?

    Both. You should always have a privacy policy for the paranoid folks who worry where their information goes. A TOS page should always be used when conducting business.

    in the past, i've tended to stick both under the heading Terms and Conditions. Not that many people bothered looking mind you!

    both.. I always look at the privacy policy at a website when I give person information or my EMAIL.. I like to know what they do with it.. because like you and I.. I HATE SPAM!
