Which companies let you place banners on forum pages? I know Burst don't

I don't think only Burst, many other don't since forums yield very low CTR.

I know some sites that use Burst! for forums (myself included). Just submit your main site and then put the ads on the main site and the forums.

I think you can get banned if burst finds out that you put their banners on your forums, because that would cause them to loose money, and bring in lower ctr rates.

I think it's okay as long as your site is not forums-only. IE: the forums are only a part of the site, and do not dominate its content. I could be wrong, though.

Yup, I emailed them about forums awhile back and they said that it's fine if you site isn't forum only and your ctr doesn't go below a certian point (I can't remember what it was though)

What about the likes of http://www.webdevforums.com where the domain itself and the site is only forums but it's part of a network?

Would that be allowed do you know?

It'd probably be best to ask them - or you may want to simply submit the "network" as a whole - I believe there is a comments field where you could explain the situation a bit.
