    photoshop 7 opacity settings

We've all seen those Flash animations where a transparent overlay moves across an image in response to a mouseover. I can reduce the opacity level of layer by using stylesheets, but then there are some compatibility issues. How would I create a transparent overlay in photoshop. I've tried filling an image are with the paintbucket tool and then reduced the opacity settings of either the fill or the layer. It looks good in the document window; however, when I save the image with a transparency dither (noise, pattern, etc.) the image exports with a distinct pattern, which I don't want. Is it possible to do this with photoshop, and if so what settings and palettes should I use for the best results and the smallest file size.

    Thanks in Advance

I think this is only possible with the png format, if I understand you correctly.
