I am asking how to implement a CGI-poll I have downloaded like Sitepoint. How?

Well, first you need to find a poll. That's the hard part. I recommend starting your quest at http://www.cgi-resources.com .
Personally, I use "A Voting Booth", which is very easy to setup and use.

Yes I have a poll, but I don't know how to implement it. Do I need to use SSI's?

Your poll should come with a readme .txt file that explains all of this, if not, I suggest just getting a new poll...

There are dozens of polls out there, some use SSI and some don't.
So like James said, you could get support from the author (documentation) or try another poll script.
