Has anybody seen a phenomenon in which disabling Javascript in NN 4.75 leads to the browser no longer interpreting (inline or referenced) style sheets?

I have a customer who is insisting on support for NN 4.75 users, only God knows why.

Yes, I only use NS4 for testing purposes and if I disable Javascript the CSS-file (both inline and external) is simply ignored. And unstyled HTML is not exactly something you would call pretty
