can't login to phpmyadmin on fresh wordpress install

I just installed WAMP and put wordpress on it. I then went to localhost/phpmyadmin where the username and password form exists. Supposedly, these are supposed to be blank to start. However, when I click "go" it doesn't let me login.

Have you set the right user login into in PHPmyAdmin's config.inc.php file?

No. I was following some steps and that step isn't mentioned. Is it the config.php file in the "setup" folder? What do I set it to?

Thanks. Root was the username and the password was blank. The stupid thing is that in the instructions exact words, "This takes you to the Login page for phpMyAdmin and under WAMP, the Username and Password are both blank, so you simply leave them blank and then click Go." This was obviously wrong.
