    user submissions...

I have been reading many articles, including some here on Sitepoint, on storing data on a database. My question is, as I am about to try to acheive this, how easy is it to make a table in a certain database that would hold X content (for my gaming site, let's say Strategies for a certain game) and have other selected users be able to update them without going into my host files?

It's not overly difficult, but you'll have some learning to do before you get to that point. PHP is the perfect language for you to achieve something like this. It's simplistic nature and ease of interaction with mySQL will make writing this script pretty simple once you learn a bit about the language.
