Its been a long time since I used a PC, but CCleaner (www.piriform.com/ccleaner‎) was pretty good back in the day.
Your own user habits plus the age of the machine should inform what you actually need to do to the machine to get it running quickly.

If your machine is running really slowly, I would back up your essential files to an external hard disk, then wipe the hard drive, and reinstall your operating system. Beware doing this will wipe EVERYTHING from your machine and restore it back to the way it was when it was new. Any software you have installed will be gone, so you'll need the installation disks to add them back.

You can also increase your machine's RAM. You'll have to look into which type of RAM you need, and the maximum amount your computer's motherboard can handle. Crucial (www.crucial.com) are a great place to start.

However, if you can afford it, I would ditch the PC and get a second-hand Mac. They run well for years, and because they aren't prone to viruses, you can do away with the anti-virus software which normally affects performance considerably. A MacBook Pro 2008 or later should serve you well for at least 3 years.
