Should be easy: best way to split up a page?

I've one page now with the general layout, but I'm stuck on how to seperate the page into includes and the main layout of the page. I need yet to insert the PHP code into the page, so it's only HTML now:

Elledan...depending on the setup of your page, you could one of two ways.

IF the left navigation changes on every page, then you could include everything from the top down to the first colspan="3" just below the Techonology, software navigation. as seen below.

If on, the other hand, the left navigation stays the same on all pages you could include everything from the header down to the last </td> tag before the content portion of the site.

Then, in both choices, you could include the footer which would start here and go to the end of the page....

One thing that is AMAZINGLY helpful when you are setting up the HTML is to comment the hell out of everything....you can always remove them later, but it makes it so much easier to copy and paste chunks of your code.

For example...look at http://www.oursmallgroup.com/. View source and look at how I have commented my code. Every little chunk gets it own set of comments. One of the benefits to that method is that I can start copying at the first comment tag and stop at the ending tag. I know that I have everything relating to that section.
